Guide to sustainable initiatives for payment for environmental services is released in Manaus

The Amazonas Sustainable Foundation (FAS) released early on Wednesday (22) guide "Designing Innovative Arrangements for Payment for Environmental Services", in Manaus. Drawing inspiration from the experience of 10 years of the Foundation in the implementation of the Bolsa Floresta – benefiting 40 thousand people in 16 Conservation Units (CUs) do Amazonas – the publication aims to facilitate the development of projects to reward communities that contribute to conservation and environmental services.

They were at the launch of the guide scientific-technical superintendent of FAS, Eduardo Taveira, the manager of FAS Innovative Solutions Program, Victor Salviati, the manager of the Bolsa Floresta, Valcleia Solidade, Professor of the Federal University of Rio de Janeiro (UFRJ), Carlos Eduardo Young, the coach of the Secretary of State for the Environment (Sema), Itamar Francisco and the president of the Rio Negro residents association, Sebastian Brito.

The guide presents methodologies, Payment tools and project experiences for Environmental Services (PES), aimed at managers of conservation and sustainable development initiatives. PSA is a reward to actors that contribute directly or indirectly to the maintenance, or increase, of ecosystem services provided by nature: those who do not deforest, It does not pollute rivers or develops initiatives for the conservation of parks, state forests and other protected areas.

The goal is to provide readers with the possibility of designing arrangements, develop local favorable conditions for its implementation, and set the appropriate institutional framework to operationalize the actions of new projects.

"This manual aims to encourage the development of PES programs around the world, considering all the social and environmental issues involved. The idea is that each project can be built from local knowledge, one environmental services strategy for forest conservation ", explains the scientific and technical superintendent of FAS, Eduardo Taveira.

World's PSA program extension, Bolsa Floresta takes income generation initiatives – in support of tourism, fishing and management of brown – in order to make the forest worth more standing. Are about 10 thousand families benefited, that help protect an area of 10,9 millions of hectares, the size of Portugal. The aim is to replicate initiatives both in Latin America and the Caribbean and in other parts of the world.

Made with IDB support, the guide was built through a participatory process, inclusive and science for two years: 117 interviews with beneficiaries, not beneficiaries of the Bolsa Floresta and experts, external scientific review group composed of four renowned researchers, 11 workshops with the technical staff of FAS, as well as consultations with focus groups 65 community leaders and workshops with experts in PSA.

The tool is divided into three chapters: in the first, a set of tools to draw the PSA arrangement. In the second, approaches and inspirations on how to develop and build local favorable conditions for the implementation of the arrangements for projects. And the third, there is the analysis of the appropriate institutional framework to implement the elaborate arrangement effectively, efficient, transparent, inclusive and participatory.

"One of the great challenges for the Amazon is to promote the development keeping the forest standing. It involves replicate solutions that work, because the Amazon is too big to fail ", defends Virgilio Viana, FAS CEO, and creator of the initiative.
